Donovan denied any wrongdoing. But weeks after White filed her complaint, Donovan made an affidavit in which he spoke for a little over two hours in front of a court reporter who types up the affidavit.

“If it’s sexual harassment, it’s unlawful,” Donovan said in the affidavit. “But I’m very, very reluctant to call it sexual harassment because I never suggested having sex, I never offered to have sex with her, I never said I wanted to have sex with her, me I never tried to have sex with her. I haven’t touched her anywhere where it was inappropriate. “

But White did tap some conversations with Donovan, and those tapes tell a different story, according to Attorney Michael James Walker, who investigated the allegations. Walker submitted a 180-page report to the county listing his findings.

In June of this year, White filed a discrimination complaint with the Georgian Equal Opportunities Commission, stating that Donovan had repeatedly told her he was in love with her and forced her to hold long private meetings with him. In October 2019, White filed a federal lawsuit alleging Donovan sexually molested her and then retaliated when she reported it.

According to Donovan’s affidavit, the federal filing came after White himself was arrested for shoplifting in Polk County. White called Donovan to tell him about the arrest and then called Polk County Attorney Jack Browning to ask them for a signature loan, Donovan said in the affidavit. The charges against White were later dropped.

A settlement of $ 300,000 was reached in January 2020, the Atlanta Journal Constitution previously reported. Records show that the state and Paulding taxpayers were responsible for the majority of the settlement.

The state of Georgia paid $ 220,000 to the $ 300,000 settlement under the agreement. Paulding County’s liability insurance was $ 75,000 with the county paying a deductible of $ 25,000. Paulding paid the remaining $ 5,000 in the settlement, which the county’s Board of Commissioners unanimously approved.

The attorney general will send a copy of the indictment to Governor Brian Kemp, a spokeswoman said. According to state records, Donovan’s salary in 2020 was $ 128,000.

Wednesday afternoon, Senator Jason Anavitarte, a newcomer from Dallas, called on Donovan to resign.

“Dick should resign,” Anavitarte wrote on Twitter.
